In that case ... could it be a timing issue? The test launches a background
server process and waits half a second for it to start ... perhaps that half
second delay is not long enough on some systems?

Have you tried the current testcase? A couple of days ago I added a call to
try to ensure that the calendar was in a consistent state by specifically
setting the first week length before the test.
What value does the call to -weekOfMonth return?
