I am not a lawyer, so if you want a real legal opinion, you should talk to a lawyer

My informal (not legal advice) opinion would be that if you are not distributing GNUstep then you don't have any requirements under the license.  The GPL and LGPL are both distribution licenses - if you are just allowing people to use it remotely without distributing the code or the resulting software then there are no requirements to do anything.
