For some definitions of "wrong".  I would turn it around and ask you how
you can know a clock is "right"?  Is the current definition of a kilogram
wrong becase it only goes to 7 digits?  We can go to 10 with PPS!

If I can only comfirm, by tracing to a national standards body, that
my time is only good to 4 digits, is my time "wrong"?

I suggest you get a good book on metrology.

"accuracy" is what yuo can prove beyond the shaodw of a dout.
"resolution" is what you can measure.

Do not confuse accuracy with reslution.
