It's not that they are menat to stay, but basically the world is
roughly and messily devided into
navigation, which computes position on/in the GPS device, and tends to
communicate in NMEA
surveying/raw, which exports sometimes raw pseudoranges and carrier
phase measurements, usually (always?) not in NMEA, for either
postprocessing or real-time processing. The best-known open-source
project for this is http://www.rtklib.com/
