Email me off-list and I'll send you a schematic of a working interface between a Raspberry Pi, and a Garmin 16x-HVS. It should work with the Orange Pi, you'd just need to adjust what pins you connect to.

The major issue is that the Pi runs 3.3v while the Garmin 16x runs true RS-232. A Max3232 chip can be used to do the conversion. SparkFun sells a break-out board BOB-11189 that I used to handle level conversion.

Just for good measure, I interfaced an LED 7 segment display to one I built. You can see it here:

The clock display is run by the little board on the right. A C program using the WiringPi library runs forked in the background and continuously updates the time display. It's pretty cool.

Unless you have a real desire for the Garmin unit, you might consider using the SparkFun Venus breakout board. I've used them with the Raspberry pi without issue. They sell a 5M external antenna.
