Which could be a flakey PPS signal. Which is why you need to look
with an oscope.
Maybe just use a jumper to connect gnd ad 3.3V to the PPS pin and see is
ppstest sees it.
Using watch -n0.001 gpio readall I can see physical pin 18 changing,
this is gpio5

I assume
dtoverlay=pps-gpio,gpiopin=18
Relates to physical pin 18, I have had this working, it ran for a week
with a hicup at one point but now refuses to work.
But since I have been changing things maybe I have mucked the pins up.

So the gpio pin is pulsing, the pi is detecting it, but maybe there is
some disconnect to the kernel?
I think I am going to start again with the pi3 on a clean install.
