That happens when your ntp.conf is empty. Can you confirm the contents
of your ntp.conf? And that it was read? What did 'ntpmon' show?
And take a look in your messages file. Like this:
# fgrep ntpd /var/log/messages
Dec 24 18:44:16 dilbert ntpd[4392]: INIT: ntpd ntpsec-1.1.2+
2018-12-07T23:19:46Z (git rev bd03c9d39): Starting
Dec 24 18:44:16 dilbert ntpd[4392]: INIT: Command line: /usr/local/sbin/ntpd -N
-g
Dec 24 18:44:16 dilbert ntpd[4393]: INIT: precision = 0.053 usec (-24)
Dec 24 18:44:16 dilbert ntpd[4393]: INIT: successfully locked into RAM
Dec 24 18:44:16 dilbert ntpd[4393]: CONFIG: readconfig: parsing file:

Dec 24 18:44:16 dilbert ntpd[4393]: LOG: switching logging to file
/var/log/ntp.log
