I almost forgot to mention.  Have you done this, as mentioned in
the build.txt?

    "Under Ubuntu and most other Debian-derived distributions, an easy
    way to pick up the prerequisites is: "apt-get build-dep gpsd".  Note
    that your sources.list will need "deb-src" lines for this, not just
    "deb" lines."
