BUG-REPORT: Update quotation style.
* BUG-REPORT: Migrate away from roff quotes (and TeX quotes);
this is a plain-text document.
Also fix bad wording: "you are used to compile groff" -> "you
used to compile groff"; thanks to Dave Kemper for this fix.
