* tmac/groff_ms.7.man: As above. .SB was not used anywhere, and
.SM was inconsistently used--mostly in groffer(1)--to mark up
environment variable names in small caps. But as now noted in
groff_man(7), font size changes are invisible on nroff output
devices, which is probably where most eyeballs encounter man
pages.
