[Groff] Groff on GNU.ORG! (Again.)

Well, we now have identical Web sites in USA and Germany.
FTP sites are a close match, too. Both have Groff 1.14 and 1.15.

Very many thanks to Jonas Oberg for tutoring me thru the endless details
of figuring out all the mechanics of working with the gnu.org site.
Five - six hours I figure.
