[Groff] "/bin/sh: INSTALL_SCRIPT@: command not found" problem

I tried to compile groff 1.16 or 1.17 sources and in install
phase it breaks with the following error:

/bin/sh: INSTALL_SCRIPT@: command not found

error: Bad exit status from /var/tmp/rpm-tmp.81699 (%install)

I compiled 5-6 times with different sources, but the result never
changed. I even found the version which I knew for sure was some time
ago compiled on my computer. The only serious change in system
is newer glibc -  2.2.3
