[Groff] .cvsignore Files for CVS.

Hi,

I find when using the CVS version of groff that the lack of .cvsignore
files in each of the source directories results in many `? foo.o'
warnings from CVS.

Is there a reason that they aren't present apart from no-one creating
them?  If not, then I'm happy to submit a patch that makes CVS silent.

They only need to be in CVS, not in the source tar file, so no build
files should need changing.
