Are you intending to set the vertical spacing to less than the point
size of the text, i.e. typical values are .ps 10, .vs 12, i.e. the
vertical space includes the text, it isn't the space *between* lines of
text.  Do you mean .vs 16?  That might mean you just need a .br instead
of .sp too.
