Hi Timothy,
this is because the font/devhtml/R.proto (in the groff source tree)
file contains the line:
' 24 0 0x2019 ’
which tells grohtml to translate ' onto the html glyph ’.
An easy user trick is to use the .char request, for example:
.char ' \[aq]
which maps ' onto ' rather than ’
