Note that "\v" only works within the current line (the position
is restored when the line ends), and titles are processed
independently of the normal text.  Therefore I guess it would be
easier to just space absolutely to approximately the middle of
the top margin (.i.e, ".sp |1.5c-.5v" or so if you have a top
margin of 3 cm), output the header (do all this in a separate
environment to not interfere with the running text), and then
issue a ".bp" when you are finished with the header.
