Some groff man pages and documentation files are licenced under the
GNU Free Documentation License (FDL) of the FSF. This is a GPL-like
license in a special version for documents, written by the same
authors as the GNU General Public License (GPL).
But the developers of Debian Linux want to have all files under the
GPL. They even declared the GNU FDL as an unfree license and moved
some packages using it in the unfree area of Debian. I do not agree
to this behavior, but it's Debian, the major distribution for free
software.
As there might some trouble for the groff files using the FDL Werner
Lemberg and myself agreed to either put these files under a
dual-license using both FDL and GPL or return to a single license
using the GPL for all files.
The dual-license method seems to be the safest method, but some fine
tuning will be necessary. We need to create a new directory with the
GNU licenses and change the file COPYING.
The single license method would be the easiest way. But I'm not sure
whether the license change will be legally clean. Does anyone have
experience with different GNU licenses?
We must get clear about our license scheme because some README files
and the like do not have any license at all so far.
