[Groff] wrong tpic handling in grodvi output

Mark, Jin-Hwan, Hirata,

please compare the output of the attached two files `groffpic' and
`texpic' together with the output files `groffpic.dvi' and
`texpic.dvi'.  The files have been processed with

  groff -p -Tdvi groffpic > groffpic.dvi

  pic -t texpic > texpic.tex
  tex texpic

followed by the conversion with dvipdfm to a PDF.  The output of
texpic is correct, while the output of groffpic is severely broken.
It seems that the conversion from milliinches to PDF units doesn't
work correctly if the numerator/denominator is different from the
standard value (254000/57816 for groff, 25400000/473628672 for TeX).

Note that dvips handle both files correctly.
