That's because the  \"  makes the _rest_ of the line a comment.

I have long used  '\"  as my comment header for full-line comments and that
works here.  So does  .\" .

Recently I've preferred groff's  \#  as the comment marker.

 man 7 groff  includes the following ...

   \"     Beginning of a comment.  Everything up to the end of the line is
          ignored.

   \#     Everything  up  to  and  including  the next newline is ignored.
          This is interpreted in copy mode.  This is like  \"  except that
          the terminating newline is ignored as well.
