Hmm. It seems that Arch Linux doesn't set up the URW fonts. Bad.
Attached is what I get for input file `z.tr' containing
This is a test
and compiled with
groff -P -y -P U -Tpdf z.tr > z.pdf
This is a self-compiled groff (from git two months ago).
