install-font installs to the site-font/devps and
site-font/devpdf directories, either under /usr/share/groff or
/usr/local/share/groff. In all cases, if a 'download' file does not
exist, install-font creates it and populates it with correctly
formatted entries (devpdf/download requires tabs; devps/download
does not).
So yes, install-font will do what you want.
