Oh, I see.  But this is not the case for other kernels.  For example
the Hurd loads GNU Mach as the kernel and passes some modules which
are used as userspace servers.  Most other multiboot kernels have a
similar approach.  But for example the Hurd on L4 takes a different
approach.
