I tried the test program

(define addr (inet-aton ""))
(define sockaddr (make-socket-address AF_INET addr 8080))
(define sock (socket PF_INET SOCK_STREAM 0))
(setsockopt sock SOL_SOCKET SO_REUSEADDR 1)
(bind sock sockaddr)

And got the same error. I also tried changing the port to 9000 and it
still happened.
