Is guile broken in Cygwin?

I just installed a fresh copy of cygwin because I was having trouble 
getting guile to work.
Unfortunately it fixed nothing.  I installed both the development and 
normal binary install of guile,
version 1.74 of cygwin and version 1.6.7 of guile.  My first clue that 
something was wrong was when I tried to install texmacs and it failed 
while trying to verify the guile install.  If I actually type guile in 
an xterm command window I get
$ guile
ERROR: In procedure make-struct-layout:
ERROR: Wrong type argument in position 1 (expecting STRINGP): pw
What, if anything am I doing wrong?
