* guix/build-system/gnu.scm: Export standard-cross-packages.
* guix/build-system/cmake.scm (cmake-cross-build): New procedure.
(lower): Add support for cross-builds.
* guix/build/cmake-build-system.scm (configure): Handle "target" argument.
