[bug#32260] [PATCH 03/21] gnu: python: Rebuild bytecode after removing tests.

* gnu/packages/python.scm (python-3.7)[arguments]: Run 'rebuild-bytecode'
after 'remove-tests' to save CPU cycles.  Adjust exclude regex.
