In the case of yacc.c, it's most likely efficiency: the desire to
avoid reinvoking YYTRANSLATE.  The tradeoffs are no doubt different
for GLR.  (And I doubt whether anybody's measured the efficiency in
the yacc case either, at least not recently....)
