I found out what I was missing...I had to also install the
openssl-devel-0.9.6b-8 package.

After that, it compiled fine, but failed to link...I then had
to 'ln -s /lib/libdb-3.2.so /lib/libdb3.so' and I am now ready for the
next
step, setting up some simple cfengine.conf files.
