Any chance you have an rc script that clears /var/run on boot,
or is /var/run on a memory-based filesystem? Generally, there
is nothing in /var/run but things like pid files that you usually
don't want left around after a reboot, since they will prevent
services from starting.

until I reboot the machine. When I look in /var/run/cfengine to inspect

One more thing - when i stop and restart the daemon without rebooting, the
keys file remains in the directory and everything works fine (it is only
when i reboot that i have problems).
