template files and cf ?

i've been looking and making ways around this for a while now, thought
maybe i'm missing some feature: templates for configs.

copy:
 template_file define=tmpl_copied

tmpl_copied::
 subst -i template_file -o config_file -k KEY1=$VAL1,KEY2=$VAL2..
 hup_the_service

or does such a config maintenancenot belong to cfengine's application
domain in the beginning for it to have such a feature?
 while it might be reasonable to have a definable class controlled
template copy/editfiles action (which would happen everytime you run
cfengine -D controlingclass), there might be services which would not like
even a temporary replacement of config file with a template.. 
thoughts?
