I have had this problem when kickstarting Fedora Core1. I found that I could avoid the problem if I didn't execute the processes section during kickstart.
My kickstart post script now touches a file in tmp that I test for in cfengine script and set class kickstart. Then I use that class to avoid executing any actions in processes section.
