my copy of the 2.1.13 doc doesn't reference RPMInstallCommand
or packages action=install... try this...
packages:
rpm_system::
ntp version=0:0.0.0-0 cmp=ge elsedefine=install_ntp
shellcommands:
install_ntp::
"/bin/rpm ..."
