Just in case you care, Arpmats is designed to solve this problem among others. http://arpmats.sourceforge.net/

        The problems you would face in doing this, though, are:
i)      It doesn't support deb packages yet (just RPM), although I've
        tried to make it easy to add more
ii)     It doesn't support apt for dependency resolution and repository
        management (although again, I've tried to make it easy to add
        more)
iii)    The stuff for setting up staging servers is still definately in
        beta (or maybe even alpha)

        So, you could do it that way, but it would require some coding :).
