As Ed, Frank and others have so graciously pointed out.
The can't stat comment is a big red flag that the file is not where you
think it is or you have not provided sufficient permissions for the copy
to take place......
A real newbie mistake and I should have known better.....
I wish I had week to focus on just cfengine....heck I would be tickled
pink with 2 days and no distractions.....

It looks like you don't grant access to /var/cfengine/master_inputs in
your cfservd.conf, though you try to copy from it.
Admittedly, the "host auth failed" error message can send one down the
wrong paths looking for a problem. The "can't stat" error is usually
the key.
