MinGW32 comes bundled with Cygwin, and it exists as a standalone compiler.
The difference between MinGW32 and cygwin is that MinGW32 does not need any
runtime DLL's because it uses the win32 C runtime library.

Forgive my ignorance, but I haven't even heard of MingW32. It's some sort
of Un*x environment or compiler for Win32? I've never heard of anyone using
that environment to compile the library.
