??  According to the manual the OpenSSH ssh-agent in Cygwin supports
SSH2 just fine.  If it doesn't work for you, you probably want to ask
at the Cygwin or the OpenSSH groups.

The version of the SSH protocol wouldn't make a difference for that,
I'd think.
