The 21.2 source tarball was uploaded to ftp.gnu.org yesterday, the
announcement will follow when the mirrors have had time to update.

I don't think there is one, but a single user-option seems more
appropriate than a number of different functions.  That's if RMS can
be convinced it is necessary, as he has a strong belief that more
user-options should not be added if possible; Emacs is already
confusing enough for the average user to configure.
