I (at last) get around to trying this on my win 98 emacs and I'm
getting a single frame with the two windows containing the files(!)

                    Win2k Win95 Win98 rajm(win98)
shell32.dll : 5.0.3315.2902 4.00.1111 Don't Know Yet 4.72.3612.1700
shdocvw.dll : 5.50.4913.1500 5.50.4522.1800 Don't Know Yet 5.50.4912.300
shdoc401.dll: Doesn't Exist 5.50.4522.1800 5.50.4134.600 5.50.4877.2300

The registry looks similar - is the ThreadingModel setting relevant?
Mine is set to Apartment
