This topic was discussed extensively last November and December on this list, 
perhaps you missed it.  Here is a recap of the best of the suggestions that I 
gleaned from the discussion (and used in my own environment)

How that is done varies depending on which windows version you are running.  
For windows based on the NT kernel (win2k, XP or NT 4) you go to:
control panel
system
advanced tab in the system dialog
push the button environment variables
Edit the path environment variable, add the path to your diff tools to the 
entries already in this variable.
If you are by any chance use win9x (incl ME) based windows you'll have to 
adjust the path in autoexec.bat and reboot.  And for Windows Me you MUST use 
the "MSCONFIG.EXE" program to edit your environment vars, Me keeps checksum 
validation on CONFIG.SYS and AUTOEXEC.BAT (and possibly others) and will 
replace an AUTOEXEC.BAT file that you manually manipulate with (for example) 
Emacs.
BTW: Thanks for asking the question, I needed to dig out the info so I can 
configure my home machine to run diff, and you forced me to do it.

I have used Emacs on UNIX/LINUX machines before and the "shell" feature
works by default. How do I get the "shell" to work on windows with the
Cygwin BASH? I installed Cygwin tool set first and then installed NTEMACS.
Emacs seems to work just fine except when I do the Esc-x feature to get a
shell it doesn't go to DOS prompt or anything. I do see a "cmdproxy -i" for
that buffer when I try and close Emacs.
