[h-e-w] Windows File Dialog in ediff

Hi,

I am using GNU Emacs 21.2.1 of 2002-03-19 on buffy.

After starting my emacs I initiate a ediff session and the regular prompt 
in the mini-buffer appears asking for a file name.

After closing the ediff session I start a second ediff session 
(over the menu bar) and then I get the Windows file dialog.

Can the Windows file dialog be disabled?

Any help is appreciated,
