For consistency with the X behavior.  There was a long discussion
thread about this on emacs-devel a few months ago, look it up if you
want the details.

I don't think you will be unable to do in Emacs 24 anything you do
now, but if you give specific examples of what you have in mind, I
will test them in Emacs 24 and see if there are any problems.
