I would have expected a space between -J and -D?
...and maybe a file path to the policy file?? Or should I read the FM better?

What's the output of "which java" and "which appletviewer"? The safe way
would be to put the new bit of the path in front of the old bit, i.e.
export PATH=/usr/java/j.andsoon..:$PATH

It looks to me that somehow JAVA ignores these permissions, so now we're
finding out how to make it honor them.
