make install error 2

Hello,

I try to install the recent GNU global version. ./configure && make went 
well, but:

~/scratch/global-6.3.3 % make DESTDIR=$PWD/root install
[...]
make  install-data-hook

mkdir: cannot create directory '/usr/local/var': Permission denied

System is Archlinux.

What could be the problem here? The same errors occurs when using the arch 
build script (AUR) for global.
