[Help-glpk] primary distribution & country restrictions

GNU maintainers:

In January 2010, Sourceforge began blocking connections from certain
countries, on which the US has imposed sanctions. This caused distress
for free software users in those countries. Other commercial
distribution sites for free software have done likewise.

Those countries' governments do in many cases mistreat their citizens'
freedom, but denying them other freedoms as well is an absurd response.
We have been assured that US law does not require blocking connections
from anywhere.

So we ask all GNU package maintainers to use a primary release site that
allows connections from anywhere. If the current primary release site
blocks part of the Internet, please move to a different primary release
site. ftp.gnu.org is available.

It is fine to offer additional release sites, regardless of what access
limitations they have. Easier access for some is better, even if it
does not help all. The crucial point is not to exclude part of the
Internet from the main advertised access point.

Thanks for your cooperation.
