XEmacs, I believe, uses PSGML for HTML. You have to install this
separately for Emacs.

Highlighting is not so difficult. See the files generic.el and
generic-x.el (contains examples).
Indentation is not trivial, but depending on what you want, it might
be easy enough to do.
