file selection configuration

There are times when I'd like to edit many, many
files.  During these times, emacs will break down the
file selection list (eg the menu that comes up when I
hit C-left-mouse) into groups.

Sometimes, it'll just break it down into "Buffers 1",
"Buffers 2", ...  Sometimes, it'll actually break it
down by type (eg "C Files", "SQL Files", ...).

The choice as to which way to display seems random to
me.  How can I explicitly set which way to display the
list?
