When mac-command-key-is-meta is nil the Mac command key is recognized
by Emacs as the Alt modifier. So, by putting something like

  (global-set-key [?\A-x] 'kill-region)
  (global-set-key [?\A-c] 'kill-ring-save)
  (global-set-key [?\A-v] 'yank)
  ...

in a startup file, you'll have the behavior you desire.
