I'm guessing that since sgml-validate-command has a buffer local value,
you're using PSGML and not Emacs' sgml-mode, because psgml.el has

        (make-variable-buffer-local 'sgml-validate-command)

but sgml-mode.el has [note -saved-]

        (make-local-variable 'sgml-saved-validate-command)

So how about:

(setq-default sgml-validate-command "xmllint --noout --valid %s %s")
