Copying and pasting Cyrillic text between Emacs and other apps

A can't figure out how to do this. 

I am using NT Emacs 21.3.1 on Windows XP. When I try to copy Cyrillic
text from some other application into an Emacs buffer, I get only
question marks.

I tried to do this:

(codepage-setup 1251)
(set-selection-coding-system 'cp1251)

But it doesn't help. Any ideas?
