I assume you mean you want to set the path for emacs to launch other
programs. Try this in your ~/.emacs:
(setenv "PATH" "...")
You probably want to add to the front of PATH, so you can do something
like
(setenv "PATH" (concat "/your/new/path" path-separator (getenv "PATH")))
